West Congress Street Looking North

[above] In 1945 the low banks of the Santa Cruz River allowed a rural feel to the area west of the river. Further west the Menlo Park residential area was developed. South of Congress Street retained an open area used for light industry.

[top right] By 1995 the area south of congress remained undeveloped but to the north the neighborhood started to fill in toward the river.

[right] It took another decade of development for a business park to infill that area while the region south of Congress still awaits what promises to be the City's downtown master plan called "Rio Nuevo."
